if taxes go up in 2013. host: flags all around washington, d.c. are at half staff this morning like the one you are feeling on the capital. good morning and welcome to "washington journal." for the first hour we will be talking about the aftermath of the shooting of in newtown, conn that happened yesterday. we will talk about the actions of the teachers. we will get into discussion about gun-control. that always seems to come up after situations like this. we would like for you to get involved in the conversation. the numbers are on the screen. we want to hear from teachers and people who work in the classrooms, principals and vice principals, people connected with education to find your thoughts on what happened yesterday. the actions of the teachers. how safe are in america's schools and america's schoolchildren. this is how the story is being played this morning on the front page of the "new york daily news." this is the way it is being reported this morning in "the wall street journal." the president talked about the shootings at the elementary school calling it a hate crime and vowing

: chris joining us from philadelphia, democrats' line with representative rick larsen from washington state. caller: thank you, c-span, for what you provide the american people. i find this whole situation ironic. the fiscal cliff scares me personally -- and i think president obama certainly has shown his willingness to compromise whereas the republicans and tea party do not seem to want to do so. this ideology they are sticking to will ruin our economy and i find it hypocritical because their chief criticism of the president during the presidential campaign was his mismanagement of our economy and they are willing to mismanage our economy down the drain on some principal. it does not seem they care about the american people. they care about the part of the american people, the rich, that is what seems like to me and i am sick of it. i used to be republican and i switched party about, i guess eight or 10 years ago. which has something to do with philadelphia politics as well because you cannot have much say in philadelphia politics unless you are democrat but that is beside the point.

is that? tom foreman is in washington to speculate. good morning. >> reporter: hi, carroll. we don't know what that means. there's been speculation it will have something to do with mental health issues because certainly at a lot of local levels people talked about that on the republican side. people on the conservative side saying that has to be addressed as much, perhaps more than the gun issue itself. so we're expecting that may be the direction to go but the truth is we don't really know. what we do know is that the nra was quiet immediately after this. they often are after such incidents and they usually say as they did this time out of respect for the community and the family involved but now that a little bit of time has passed what we would certainly expect here is that there would be a clear message to the white house and to others which is be careful about overreacting at this point because the nra will push back and certainly they have proven that politically they have the power to do it not only nationally but certainly at the state level. carol? >> tom foreman reporting live

in washington is quote/unquote if both sides complained. that means there was equal pain. the question is if that still applies today. we'll see. there has to be some movement here. is the threshold going to get moved up? how will the rank and file respond to speaker bain they are morning? he's not presenting them any plan, but when the update is done. and what happens? where are senate republicans? some of them are in a sour place. when do they decide to launch their quote/unquote plan bs, which would extend tax rates up to 250,000 and punt everything else? we'll see. the next 24 hours are everything. they have to get a deal, a framework in place to avoid any sort of punt. >>> now to a bit of good news, we could use it everywhere and here at nbc news we would like to show this, our colleague, richard engle and his crew are safe this morning after escaping gunmen in syria. they were held for five days before they were freed following a gun fight between the kidnappers and rebel forces in syria. they appeared on the "today" show this morning just hours after they release. here is a bit

in washington the debate is returning to the always thorny issue of gun control. members of congress are starting to be heard on gun law, heeding the president's call to act to prevent another atrocity. as he had on friday, the president pressed for change last night regardless he said of the politics. >> in the coming weeks i'll use whatever power this office holds to engage my fellow citizens from law enforcement to mental health professionals to parents and educators in an effort aimed at preventing more tragedies like this. >> suarez: today at the capitol, there were early signs of a possible break in the long dead lock on gun control. on ms-nbc west virginia senator joe said newtown has changed the conversation. >> i ask all my friends in the n.r.a. -- and i'm a proud n.r.a. member and always have been -- that we need to sit down and move this dialogue a sensible, reasonable approach to fixing it. it's part of it, not all of it. everything has to be on the table and i think it will be >> suarez: this afternoon the senate opened with a moment of silence for the newtown victims. t

: but the only real certainty appeared to be that lawmakers will be back in washington right after christmas if there's to be any deal before the new year's deadline. and to two reporters who've been closely watching this story. todd zwillich covers congress for public radio international's "the takeaway" on wnyc. and carol lee of the "wall street journal" joins us from the white house. thank you both for talking to us. carol, i'm going to start with you. from the white house perspective, where do things stand? >> i think from the white house perspective, the ball is essentially in the house john boehner's court. i think the president and his team of advisors feel that they've positioned him fairly well, that he's in a very defense i believe position in terms of his latest offer, that he forward yesterday. to the speaker. but if you step back and think about where we were four days ago versus where we are now, it's pretty remarkable how much the two sides have come to very close to reaching an actual deal. now the two sides are in this position where the job is to sell it to their different

on "fox news sunday." and hello again from fox news in washington. our hearts are broken. that's how president obama responded friday to the slaughter of 27 people. 20 of them little children as he spoke to and for the nation. today, we'll try to make some sense of the senseless act of violence at sandy hook elementary school. we'll talk with our guests in a moment but first here is the latest from new town connecticut. authorities say all the children first graders, six or seven years old were shot multiple times. the six adult victims were all women. police say they have good evidence about the suspect adam lanza but b. why he carried out othe massacre. president obama will speak at the local high school and meet with the families of the victims. for more on the investigation we turn to fox news correspondent mike tobin in newtown. mike? >> good morning, chris. people here in new town are flocking to the churches once again to mourn and try to comprehend the incomprehensible as we learn more about the horrible details of what happened here. details from the medical examiner gruesom

, who were in washington. .. >> what they had was not enough. either in benghazi or the overwhelming numbers. frankly, the state department had not given security for personal resources it needed. on that note, let me ask admiral mullen in regards to the specific findings. >> thank you, mr. ambassador, i appreciate that. i do appreciate your leadership throughout this process as well. good afternoon. the board found that the attacks on benghazi were security related. responsibility for the loss of life committee injuries, and damage to u.s. facilities rest completely and solely with the terrorists who conducted the attacks. that does not mean that there are lessons to be learned. the board found that the security posture at the special mission compound was inadequate for the threat environment in benghazi, and in fact, grossly inadequate to deal with the attacks that took place that night. state department bureau that was supporting benghazi had not taken on security is a shared responsibility. so that support the proposed needed was often lacking and let to the working level to res

. margaret brennan is in washington. margaret, good morning. >> good morning to you, norah and to charlie. the review of the fatal assault blames systemic failures of leadership and management deficiencies at senior levels. within two bureaus of the state department. missteps that ultimately led to the deaths of ambassador christopher stevens and three american personnel at the u.s. consulate in benghazi. >> reporter: the investigation sharply criticizes the state department for a security posture that was, quote, grossly inadequate to deal with the attack. officials ignored requests from the u.s. embassy in tripoli for better security at the benghazi compound. the failure to coordinate is blamed on two departments within the state department. diplomatic security and near eastern affairs. among the findings, there was an intelligence knowledge gap about the high threat environment and the inability of libyan militias to protect the post. they ran away when the attackers approached. there was an inadequate number of diplomatic security agents. and there were no technically proficient staff

of "fox news sunday". maybe the worst-kept secret in washington. everybody expected it was going to be john kerry. what does he bring to this post, chris? >> well he certainly brings experience. he has been a member of the senate a long time. he is chairman as wendell said of the senate foreign relations committee. he seems to have a good working relationship between president obama and his national security team. in fact obama has used him several times as a personal envoy to deal particularly with problems in pakistan and afghanistan. it got to a point where hamid karzai, the president of afghanistan preferred to deal with john kerry, the personal envoy the president, rather than the u.s. ambassador there. his latest role had been that he played mitt romney in preparations for the presidential debates. some people said that the president didn't like the fact that he, kerry, was a little long-winded during those debate preps. obviously after the first one, president did pretty well. kerry obviously did pretty well playing romney. he will get the job which he clearly hungered for

, what many regarded as the worst-kept secret in washington, even in recent senate hearings john kerry sound like he was looking ahead to the future job and the anticipated battled over the state department budget with with congress. >> that must change and in the next session of the congress i hope it will. >> reporter: he wasn't the president's first choice. u.n. ambassador susan rice took herself out of the running after republican backlash. >> it was unjustified to give the scenario as presented by ambassador rice. >> reporter: senator kerry knows himself about being torpedoed by attacks. accused in his 2004 presidential run of lying about his military record in vietnam. >> john kerry has not been honest about what happened in vietnam. >> reporter: and criticized for his 1971 testimony opposing vietnam war. >> how do you ask a man to be the last man to die in vietnam? >>> kerry was painted a flip-flopper and out of touch, and unable to grasp struggles of regular americans and kerry did put president obama, then an unknown politician on the national stage at the democratic conventio

freed after a firefight. martha raddatz has details from washington. what a dramatic escape. >> reporter: it certainly is. richard is a very experienced foreign correspondent. and he had been inside syria before. he and his crew were grabbed after crossing into northwest syria last thursday. there had been no communication with them, no contact, no ransom demands. they were thrown in the back of a truck, bound and blindfolded, although not physically harmed. then yesterday, as the captors were moving them to a new location, they were stopped at a rebel checkpoint. there was a confrontation. and then, the firefight broke out. in that firefight, two of the captors were killed and several others escaped. but richard and his crew were rescued. the syrian rebels then drove him to the border to safety. all are in good health, fortunately. george? >> thank goodness for that. what do we know about the group that took them hostage? >> we know very little about the group. but they were not believed to be loyal to the assad regime, nor were those who rescued him. there's so many rebel groups in tha

a major news conference this coming friday, december 21st, in washington, d.c. of course, we'll cover that as well. >>> there has been another deadly shooting in colorado. police say four people are dead in a murder-suicide. lisa sylvester is monitoring that. what do you have, lisa? >> wolf, it's a disturbing story of a woman's 911 strategy. it happened in colorado. authorities say as the call for help came in, a dispatcher heard gunshots, a man saying he was going to kill himself, and then another gunshot. a s.w.a.t. team later found two men and two women dead at the scene. at an nbc team kidnapped in syria is free and unharmed and expressing relief today. richard engel says his crew was captured last week as they crossed from turkey into syria. he believes his kidnappers were militia loyal to the syrian government. >>> the average price of regular self-serve gasoline in the u.s. is now $3.24. the price has fallen every day for almost a month and it could fall to levels not seen in two years. analysts credit in part the better economy and continued high unemployment. wolf? >> lisa, t

washington, d.c., psychiatrist dr. josh weiner. dr. weiner, i want to start with something that we've been talking about off and on throughout the past couple of hours here. gun control, obviously that is going to be a discussion that is had in washington, d.c., hopefully over the next few weeks and months. but mental health in this country is not a topic that is discussed in public, at least, a great deal. how much of the conversation should be centered on that? >> to me, i think the conversation should actually start with focusing on the mental health aspect. if you want to fight crime and you want to fight the use of guns and violence, you need to start by mental health treatment. you need to improve the access to care that a lot of people have. you need to take a look at what's happening with some of the laws surrounding the difficulty with getting people who really need treatment, getting them the treatment is very difficult for somebody in this country to be mandated, once they're over the age of 18, to get mental health treatment. i see this in my practice. i see some people who are

winter here, that they were planning on moving, that she thought about possibly going to washington state, possibly enrolling her son in a college there. we've been able to trace a little bit of his academic history, wolf. we can tell you, right now, there is no known connection to the sandy hook elementary school. he first appears in public records as a freshman in high school back in 2007, and at that time, we spoke to a security director, who said that adam lanza immediately was identified as a child that needed to be watched. not because he was a threat to other people, that he was so gawky and so awkward that security officials felt that others may be a threat to him. so not only did they keep an eye on him, but also he was, at that time, assigned a school psychologist. he left that school in about 2008. he enrolled in classes at a nearby university, just about 15 minutes from here. he was taking computer science, macro economic, american history. this is a 16-year-old kid, mind you, he was taking those classes. in 2009, he just fell off the grid, never went back to the school. he to

mcdonald, a senior washington correspondent for cbc news off the canada. yet another national discussion about guns is under way, and it's so anti-rational, so politically cowardly, so unbearably stupid, that you have to wonder how a nation that has enlightened the world in so many other ways could wallow in this kind of discussion. does this target the united states' image in the eyes of many who look at this and say, really? another gun discussion? >> of course it does, and it does for appropriate reasons. i've been listening to some of the commentary, and you know, we keep talking about the evil of this person and the psychology and, you know, maybe the violence in the culture. all that could explain any one instance. it cannot explain the fact that, as i say, we have 15 times as much gun violence as other countries. we have to be willing to confront the reality that we're way out of line here, and we have something to learn from other people. >> all right. got to take a real critical look at our culture here in the united states. thanks, fareed. really appreciate it. >> re

in washington, d.c. so consumed by fear and hatred of the nra and american gun owners that you're willing to accept a world where real resistance to evil monsters is alone, unarmed school principal left to surrender her life, her life to shield those children in her care? no one, no one regardless of personal political prejudice has the right to impose that sacrifice. ladies and gentlemen, there's no national, one-size-fits-all solution to protecting our children. but do know this president zeroed out school emergency planning grants in last year's budget and scrapped secure our schools policing grants in next year's budget. with all the foreign aid the united states does, with all the money in the federal budget, can't we afford to put a police officer in every single school? even if they did that, politicians have no business and no authority denying us the right, the ability and the moral imperative to protect ourselves and our loved ones from harm. now, the national rifle association knows there are millions of qualified active and retired police. active reserve and retired military.
